How Does the Green Card System Work?

According to the rules of the Green Card System, the Bureau of the country of the accident is competent to receive and process claims from victims who have suffered an accident caused by a foreign vehicle (from another participating country).

However, the Green Card System also allows motor insurers to nominate correspondents in each country that adheres to the International Motor Insurance System.

This correspondent will be responsible for processing and managing all claims arising from accidents occurred in the country where the correspondent is nominated and caused by (foreign) vehicles insured by the (foreign) motor insurer that has nominated the correspondent.

The correspondent acts on behalf of the Green Card Bureau in the country where the correspondent has been appointed and on behalf of the foreign insurer that has nominated the correspondent. The nomination of correspondents is a possibility for insurers, not an obligation.

In the event of an accident, the Green Card Bureau of the country of the accident will guarantee the quality of the claims handling process by the correspondent.  Furthermore, in the event of any problems, the Bureau always has the final say and decision on the payment of damages caused.

The International Motor Insurance System or Green Card System is based on reciprocal financial arrangements between its members. Therefore, mutual trust and the financial stability of each Bureau are essential for the global operation and continuity of the system.
