Functions of the Andorran Bureau

The primary role of the Andorran Bureau is to address issues concerning compensation for damages from accidents involving a vehicle registered and insured abroad, when these accidents occur within Andorran territory.

As part of the international Green Card System, the Andorran Bureau guarantees compensation to victims of accidents:

  • Caused by foreign vehicles in the Principality of Andorra.
  • Caused by Andorran vehicles in other countries.

The Andorran Bureau assumes, on behalf of all its member companies, the obligations of the agreements and/or conventions it signs with the Council of Bureaux offices and/or other National Bureaux.

 

As part of its activities, the Andorran Bureau is responsible for:

  • Issuing Green Cards or International Motor Insurance Certificates (IMIC), enabling vehicles registered in Andorra to travel freely within Green Card member countries without the need to contract additional insurance.

  • Negotiating mutual recognition agreements with counterpart National Insurance Offices in other countries participating in the Green Card System.

  • Active involvement in the Council of Bureaux (COB), contributing to the governance of the Green Card System, promoting the implementation of standards to facilitate compensation for victims of cross-border traffic accidents.This includes collaboration with both national and international motor insurance institutions and global claims assessors.

  • Managing claims or processing material and/or bodily damage caused within Andorran territory by motor vehicles registered in countries whose National Bureaux are signatories of the Multilateral Agreement (i.e. countries of the European Economic Area plus Bosnia and Herzegovina, Montenegro, Serbia, Switzerland and the United Kingdom).

In the event that an accident has taken place in Andorra where the liable party is a foreign vehicle, the Andorran Bureau intervenes by identifying the representative of the foreign vehicle's insurer responsible for the incident, assisting both national and foreign victims in obtaining the compensation due under Andorran national laws:

  • If Section II of the General Regulations (Green Card System) is applicable, the Andorran Bureau provides assistance to the victims on behalf of the issuing Bureau of the valid Greed Card presented by the foreign vehicle responsible for the damage.
  • If Section III of the General Regulations (deemed insurance cover) is applicable, the Andorran Bureau assists the victims on behalf of the National Bureau of the country of origin of the liable vehicle.

For accidents abroad caused by vehicles registered in Andorra, the role of the Andorran Bureau is mainly focused on cases involving uninsured vehicles or where there is an insurance dispute when the vehicles are:

  • Vehicles with permanent residence in Andorra, with a valid circulation permit issued by the Government of Andorra that is valid and in force at the date of the incident (Yellow Card) and with or without insurance (Section III of the General Regulations = deemed insurance cover).
  • Holders of a valid International Motor Insurance Certificate authorised by the Andorran Bureau, issued by a company and/or motor insurance branch legally established in the Principality of Andorra (Section II of the General Regulations = Green Card System).
